Separate contacts.  Multipliers are only PA counties, ARRL/CRRL sections and 1 DX.

Does anyone know if AM counts as a separate multiplier? (Rule 8)

I assume that a 2 meter contact could be made on FM and SSB and count as separate multipliers, under the rules.
