[PaQSO] dupes

I had the pleasure of introducing a few to the idea that reworking a mobile
after a county change is not a dupe. Even on CW, you can almost see the
light come on...

It was another great time working the PAQP this year and our K3IR group
missed out on was Juniata Co.

My comment is how I was amazed how many people were saying "sorry, you're a
dupe, qrz". Why don't you work them again? If they are in your log but
you're not in theirs, how do you benefit? For less than the amount of time
it takes to say you're a dupe, you could just give them a new exchange and
log it.
