I think you're putting way too much faith and credence in one of hundreds of annual proclamations that the Governor signs as a matter of course.
And again... it may come down to "Thanks for everything you did. But what have you done for me lately?"
Considering that PennDOT is in the process of raising the fees on a good number of services (license plates, vanity plates, drivers licenses, etc.) to ostensibly raise additional funds for funding highway maintenance... I just don't see it happening.

But the Governor's own annual (May, June?) Proclamation praising our Service and appreciation for our reliable presence should be enough.
They're not words we put in his mouth.
Maybe there's still hope for an amendment. Anyone have the ear of a State Senator or Representative?
