Hi, Mike:

Looks like you're getting into the latter part of the 20th century 
technology.   I expect that you'll do just fine.  Soliciting sponsors 
for plaques in advance would reduce the $$'s necessary for mailings to a 
minimum.  Many (most?) other state QP's ask clubs to sponsor plaques,and 
once the roster of sponsors is filled, the turnover is very minimal.  
For certificates, if you'd develop a script which could be run to make 
PDF versions of the winners (or of any and all participants who sent in 
logs, like CQ does for CQ WPX) the cost would go waaayyyyy down to the 
cost of the web site.

I'm >99.44% sure the Section Manglers of EPA and WPA would gladly 
provide lists of ARRL Affiliated Club in these sections, which would be 
easier than looking up numerous names, addresses, and contact info 
(e-mail addresses) for the various clubs.   You might have to cut down 
on the number of plaques you offer - I seem to remember that you have a 
rather high number compared with QSO parties of states of similar 
population.  Other state QP's often start with a "core" number of 
plaques, and add plaques if volunteers come forth with suggestions and 
corresponding $$'s.

Just some ideas from an outsider.
