[PaQSO] Certificate Received Today!

Wish it would be consistent with the entry divisions listed.  Giving one per op per county puts all SSB only ops at a considerable disadvantage to all CW or mixed ops due to what I consider the unfair scoring system in PAQP.  That is an entirely different topic I will not debate here.   Fine to give two points per QSO for CW but recognize all entry division winners within a county and mode winners with a certificate.   It would most likely spur more growth and participation.   My two cents.
