Three items:

1. I've been told privately (and I hope the authoritative sources for 
this information will identify himself publicly and corroborate my 
assertion) that the scoring team allows incorrect number information for 
log containing contacts with "county line" stations.  So, the following 
two items are "moot points"

BUT, for someone like me, who has been "burned" by "unwritten 
conventions" by contest scoring committees in other state QSO Parties, 
when something is written in the rules, (AND, I notice it) I will try to 
comply to the best of my abilities.  You say:

1. "Many" logging programmes claim they work with the Pennsylvania QSO 
Party rules.  This is incorrect.  NONE comply with the letter of the 
rules without manual intervention (at least not any that I've found.)

2. What you offer is a way to log the contact incorrectly.  The idea of 
computer logging is to log what YOU sent and what the other fellow sent 
the same as sent. Your method doesn't do this.  You will have (first 
number) for the PA contact, (first number + 1) for the WV contact.  Then 
the next contact will be (first number + 2)

If you submit your cabrillo format log without manual intervention, it 
will claim you SENT (your first number + 1) in YOUR log, which is 
incorrect, and there will be a discrepancy between your log and the log 
of the county line station.  So, IF the numbers are checked in the Log 
Checking process, both you AND the county line station will be penalized.

If I change the cabrillo file manually, every time I do this the (first 
number plus 1) will NOT appear in my log, and there will be "holes" in 
the numbers.  Several people, including the organizer of the contest 
(N3LI), have said this was ok, which solve the problem post contest.  
And N3LI has shown us a simple "work around" with N1MM which will not 
take much time.  Whether something similar exists for other logging 
programmes is not known (by me, at least) at this time.

So, until it is written in the rules that one may include incorrect 
information in one's cabrillo file for contacts with a county line 
station, I will edit the file to contain what I sent, not what the 
logging program has in it.

Call me a stickler for written rules - I'll agree wholeheartedly.
