[PaQSO] county line stations

I have been watching this with some interest but have refrained from comment until ILQSO was mentioned.

Perhaps PA has better luck finding fixed stations to activate counties than we do in Illinois. We DO have more counties (102) and a lot of them do not have a single active HF licensee.  Some of them hardly have any licensees, let alone active.  Were it not for portable and mobile stations, we would get about half of the IL counties on the air for our QSO party. As it is, we manage somewhere between 95 and 101 (so far we've never managed to activate all of them....).

As for scoring, we manage to make it work if we get a log submitted that has the complete information, never mind what logging program (or none) was used or how the program scored the log.  If we make a requirement that the logging programs work perfectly, I think we can forget the whole deal and go back to working DX and rag-chewing on 75 meters.
