[PaQSO] Scoring question

Aren't rovers, mobiles, portables and fixed in separate categories with top honors in each?
I think this question has come up before.

Setting up a effective mobile station for 24-48 hour period and tear it
down again, oh yea and to set up and tear down from each county he
operates. Not to mention the sure amount of pure dedication to the hobby
in the huge amount of money he selfishly invested to be out there in
multiple counties so you can sit at home and get the sweep.
The limited operating time that a rover spends per county, unless that
rover works some outrageous rates I would think that either way the fixed
stations score should still prevail. Have not run any math models to back
that up, just a off the top of the head theory.
