[PaQSO] Scoring question

Your scoring method really puts a fixed station in that county at a major
scoring disadvantage.

Say a newly licensed ham in a rarer county gets on in the PaQP. He's
handling the pileups the best he can,
helping everyone get a rare county, maybe hoping to win a certificate for
high score in the county.
Then a rover comes into the new ham's county, the rover automatically gets
a major scoring advantage.

Again, "How can you work 53 counties and 57 sections while only having 44
QSOs?".

What if the new ham only makes 44 contacts? There's no way he's going to be
able to get multipliers that
the rover is going to get for the same number of contacts.

IMHO, not a good way to encourage activity.
