[PaQSO] County Line Stations

I agree with John here 100%.

While this is likely my unpopular old school way of thinking about this, 
my viewpoint is the operator is either in one county or the other. 
Frankly, I would not consider myself 'off the record' of having made a 
clean sweep of all 67 unless I had a QSO from each and every 67 counties 
individually. Yes - I realize this greatly minimizes my chance of 
getting a 'clean sweep', per the rules.

While I fully applaud the efforts of portables and mobiles (I ran 
portable in Potter Co for many years myself in the mid 90's from my 
F-150 pickup), a vertical mobile antenna is only physically in one 
county at a time.
