[PaQSO] County Line Stations

No, John, I disagree.
You may not remember the year, a ways back, that Dave KC3CL ran a County Line operation -- but I do. He claimed that the back of his pickup was sitting on the line. He was making 2 QSO's at a time, allegedly moving the chair across the line between each.
It was silly. (It was vintage Dave as well, but that's another story)
It was after that stunt that a rule was added to explicitly state that a County Line station gave out 1 QSO with 2 or 3 or 4 county mults. 
Changing the rules to make life more difficult for potential County Line ops, because we have issues logging them, just strikes me as unneccesary.
