This is getting funny. Who runs this contest? Not the ARRL. Not the RAC. 
The NARC runs this contest. Decide what YOU want the multipliers to be.

If you want the ARRL/RAC sections, you can wait for the details. If 
that's a problem, then make a choice. Pick something else. Count all of 
the new Ontario sections as one, as if nothing had changed. Defer any 
changes for a year. Or count Canadian Provinces. It doesn't matter. You 
make the rules for the PA QSO Party, not the ARRL/RAC.

Logging software follows the contest rules. They need your decision, not 
the other way around.

The best way to make sure there is a lot of confusion and that obsolete 
software gets used is to wait until the last minute then change the rules.

It doesn't matter to me, I'm not in PA.
