I couldn't agree with you more.  Twenty meters, in particular, is a great place to find ARRL & Canadian sections west of the Mississippi and there are a lot of them!  Many times I've worked as many or more Qs on 20 as on 75/80 but because many are new mults, there is a bigger benefit to my score.  Even simple antennas, a dipole or vertical, can generate a fair number of Qs on 20.   While DX only provides 1 mult, there are a lot of European DX stations who chase PA.  An extra DL or G is worth just as much as an extra BER.  

When 10 is open it can produce some additional section mults, but I've found that some of the operators on 10 have no idea what their ARRL section is.  A few from California had no idea what ARRL was.  :-(

Over the years, fifteen has been my worst producer--both for contacts and for mults.

One of the attractions to the PAQP has been that other stations outside of PA 
ave sought out QSO with PA stations.  The PAQP is one of only a few State QSO 
arties that regularly attracts out of State operators.  California and Florida 
re also popular QSO parties for out of State ops.)
RRL sections are mults for ops in PA but only PA Counties can be mults for ops 
utside of PA therefore being inside PA is a huge advantage because you are 
eeded by everyone.

ultipliers thus maximizing a score.  In my opinion this strategy tends to send 
 message that this is a PA only contest rather than a contest for all to 
articipate in.

QSO points: CW = 2 points/QSO
SK = 2 points/QSO
TTY = 2 points/QSO
SB =1 point/QSO
M = 1 point/QSO
pecial Event or bonus Station QSO = 200 points bonus per QSO

 only see two digital modes listed that would be scored as valid contacts and 
M is not on the list either.

gain this is only my opinion but I don't want this great operating event to 
urn into a Doo Dah Parade.

I am planning boatanchor ops again this year, mostly cw, but 
lso AM on 80/40 maybe 160; wondering if there are any preferred
reqs other than the usual 3885 +- , i'm thinking 3700 - 3800 area.

Activity between 3600 and 3800 is where you find it.  You might try the
nvirons of 3720.
40M is 7290,  but I've heard 7165 in use also.
