[PaQSO] Sweep on CW?

In the past I have operated the PAQP from Virginia in the mixed category 
and have a couple of clean sweep plaques on the wall from those efforts. 
This year I decided to try something different and operated in the CW-only 
category. I generally had a great time and put in about 9 hours over the 
weekend, mainly on 80 and 40 with a few Q's on 20. As a worked my 60th 
county late this afternoon I began to wonder if a sweep was possible in 
this category. In other words, were all 67 counties on CW this year? Or 
even more generally, is it possible to make a clean sweep of all the 
counties when operating only CW?
