Well, That would mean you'd spend >$5.00 postage these daze for
certification that a contest log arroved on time? Why knot change it so
the mail goes to the scoring team first, and then to the money bags.
Or, don't you trust the scoring team to not snarf some of the $$'s donated?
What's the BFD with accepting only electronic logs these daze? I'd say
that the number of hams who do NOT have a computer is vanishingly
small. It is reported that >95% of the general population has a
computer, and hams are generally more technologically savvy that the
general dolts. Why do some folks insist on sending hand written logs
via the U.S. Postal Service?

p.s. A return receipt from the IRS doesn't guarantee that you won't get
dinged. I was with a non-profit organization a few years back which had
a SNAFU with several years in a row of misplaced IRS 900 forms, and,
even though we had documentation that one piece of mail was delivered
disputing a >$2000 penalty, we ended up paying it.
