Yep..  you get either EPA or WPA plus the county for the 1st PA contact.

After running some tests with several logging programs in preparing to work the PA QSO Party from within PA, I noted that the very first PA station worked gets a multiplier credit for the County and the ARRL Section (EPA or WPA). i.e. One contact and two multipliers. Is that correct?
