[PaQSO] rules clarifications

I hope these questions aren;t too "Dumb" but are being asked now to clarify as I make my mobile trip plans. 



1. Serial numbers as a mobile, do I start over each county or run continuous from the start, or is it my choice? 



2.  CW points.  I know it has been advertised a few times here that all cw qso's are now 2 points, but in reading the 2010 rules on the website, cw points are still listed as 160/80 are 2 pts/qso and all other bands are 1.5 pts a qso? 



3.  Any one else planning Mobile operations other than those announced already?  I am hoping to avoid the doldrums of out of state stations disappearing because they don;t have mobile ops to chase, as seen in other state qso parties.
