[PaQSO] PAQSO party 09 rules and udder stuff

Hey all,

Through some strange mutation of bits (actually another party made  
separate folders and relinked the web pages to old files that I didn't  
know still existed) The result is that there is a bit of a mess with  
the 2009 rules. I am going to revamp and relink the rules references  
tonight.

Will give you all the entry materials. I has some serious work to do  
tonight. I'll be correcting a few other things also, there is a  
sponsor issue in two separate cases that I have to take care of.  
Pete / NL7XM is supposed to be the sponsor of the SSB class, and  
another sponsor is co sponsoring along with his XYL.
