[PaQSO] Update

I've been fixing the  rules and entry materials over the weekend. As  
usual, once I got into it, I found more stuff, like the updated  
records and software vendors. So I'll have the new stuff with not only  
the corrected dates but other corrections/additions made.

Notes for those who might have questions:

The rules are the same this year, except for the year and the special  
event station. All that will be corrected.

On the records page there were some additions for out of state  records.

There was a correction for the year of a couple counties. The records  
and the Op holding those records is correct, but the year is no. This  
is one of those rare mistakes that I can't take the blame for. That  
was incorrect since 2001, and went undetected until this year. Wow.

N1MM has been added to the software list.

I'm going to be going away tomorrow for vacation (hopefully) so I'm  
making every effort to get the stuff posted tonight.
