[PaQSO] Rare counties for 2009?

After a few years of inactivity, I'm hoping to do a portable operation
this year, probably from a campground.  I haven't seen much discussion
about what counties people expect to be rare in 2009, so I'm asking.  If
you feel inclined to do so, please send me your top three (five, etc.)
counties you expect to be hard to find this year.  I'll combine all the
suggestions, research places to operate from, and report back.

If I can get disciplined and work on getting my speed back up, I'll even
try to get on CW a bit.
