[PaQSO] PAQSO 09 update and news

The post party work for the 2009 version of the party is proceeding  
apace.

I'm entering the summary sheets now. There will be a couple more  
updates to the logs received pages, but not too many. Check to see if  
your log is listed.

Related to the last couple years, conditions were much improved this  
last year. I'm about 200 logs into the submissions, and there are  
already more "worked all 67 counties". 20 meters was open nicely, and  
40 meters was behaving more as it should.

Finally, stay tuned for an announcement regarding next year's party.  
I'll be outlining a way that Ops can easily add 200 points to their
