[PaQSO] PA QSO VE sections

I have received several direct emails saying that the VE multipliers in the 
2009 rules are incorrect. Can one of the organizers please take a look at 
the VE multiplier list in the 2009 rules and post corrections?  Is Duane's 
list below correct?
