[PaQSO] PA QSO VE sections

Considering that there are often special event prefixes in use, a prefix
list could quickly become obsolete.

I don't understand what the problem is.  Just copy what the station sends
you!  What's so confusing about that?

What are the Canadian prefixes for the PAQ sections NF & YUK? These are no 
longer used in other contests.

What does a VY0 (NU) station send for the exchange?

Listing the VE prefixes associated with the PAQ VE sections would eliminate 
confusion during the contest.
