If you're going to be calling CQ and not just S&P, then I would sign /3. If you are going strickly S&P, I would not worry about it. Just send the report.

Subject: [PaQSO] Signing from PA with a non-3 call
I moved from NY to Northampton County in April and am wondering what's the most effective way to sign with my out-of-district callsign in the PA QSO Party. Should I use WI2E, WI2E/3, W3/WI2E, WI2E/NHA, or something else? I'll be on both CW and SSB. Any advice would be greatly appreciated.
73,
Joe
WI2E
