[PaQSO] Web page update and other news

Specifically, the change is the addition of another score to Bedford 
County. This affects the county winner.

Also changed, but not involved in awards, is the club score, EPA Medium 
power, and portable single sections.

In other news, the mugs were sent out priority mail on Wednesday afternoon.

All that is left are the 67 county plaques and the award plaques. I'm 
told the award plaques have arrived from the engraver, so now need to be 
boxed and mailed.
