[PaQSO] Changes to PAQSO Party rules

Hi Mike

I don't like to comment much on rules because it always sounds like 
complaining.

I think because there are radios out there that put out 200 watts; the 
mid power range should be changed to reflect that.
I like the multiplier for QRP class but would propose a .5 multiplier 
for the QRO class.We have worked all counties with mid power and I think 
using too much power is not fun for all.

This year we used WB3W PA qso software it worked quite well for a 
multi-multi station.

These comments are just food for thought. Lets keep the Party Fun.
