Just catching up with my mail...
Boy, does this question make me feel... seasoned. [I remember this
discussion from way back when... when W3HDH was the chairman... the first
time, that is...]
Yes, of course they count. Why wouldn't they? The rules do say that
in-state stations count every county AND every ARRL/RAC section... and
they're sections, right?
Back in the good old days of paper logging [...yeah, yeah, right, 5 miles,
in the snow to our knees, up hill, both ways...] there was a "simple" way of
fixing this. You just logged your first EPA & WPA stations both as the
county and the section, same as you did with a county line station. If you
weren't sure, you'd ask... usually had both sections wrapped up in a handful
of QSO's on 40 SSB. And then didn't worry about it. (And if anyone really
wants to revisit the good old days, I still have copies of the official log
sheets buried somewhere in the file cabinet...)

Not even a full day, and already I've had 11 QSO's posted to eQSL.cc. Wonder
what Logbook of the World is going to show once I upload my log to it?
Had a blast. Biggest pleasant surprise: My DX contact. Some of the more
"seasoned" ops will remember LA4LN from his graduate days at Penn State;
this was the first time I worked him since he returned home. And of course,
with the new call, he had no idea who he'd worked, but the QSL card will fix
that! Second biggest pleasant surprise: Quite a few of the ops who swore
off the contest last year because they disagreed with the digital modes were
back! It was a real pleasure to work old friends again!

Do we count EPA and WPA as sections in addition to the counties as
multipliers?
The exchange is a county from PA, so are these two sections permitted as
additional multipliers? I never did in the past, but they show up in the
logging software.
