[PaQSO] VE section list

Actually, the rules were changed to RAC Sections over 10 years ago
during my first tenure as PA QSO Party Chairman. I actually
consulted via telephone with several regular Canadian participants to
acsertain what their preference for Canadian multipliers would be,
and RAC Sections was the winner. The change to Provinces had to have
happened within the last three years.
