[PaQSO] Corrections to Summary and additions to rules

The Special Event Station mistake on the Summary form has been  
corrected, and new Summary forms have been posted to:

An addition to the rules page has been made also. The Canadian  
sections in use for th eparty have been added to the rules pages  
Rules pages are at the same site. I recommend downloading the package.


Of special note regarding the clarification of th eCanadian sections.  
There is NO continuity in logging software when it comes to our VE  
friends. So if your software says PQ or QC or VE2 for Quebec - don't  
panic - we catcth it on log checking, and have done so for years.
