The term is PL, which is short for Private Line (developed by Motorola). 
The frequency for the PL tone will vary according to which repeater you
are trying to access.  If you listen to the repeater it will often give
its PL along with its automated station ID.  You can also check out this
web site 
http://www.artscipub.com/repeaters/states/Pennsylvania.asp
for a listing of repeaters in PA.
