I have an idea for bonus points.  One of the hallmarks of the PA QSO 
Party is our friendliness.  We've often commented this is one of the 
few, if only contests in which someone will ask a station holding a 
frequency if they can work a county that was just worked by the station 
calling CQ.  How about we offer bonus points to the station calling CQ 
on the frequency who graciously allows another station to do this?

Have the rules as follows:

- 200 points per occurrence, up to four times during the Party
- No staged/pre-arranged QSOs allowed (this would be considered cheating)
- The station getting the points must have been calling CQ on a 
frequency and the station asking to work the county must not have worked 
that county yet during the party
- The station that was calling CQ gets the bonus points
- After the requesting station works the county, the station that was 
calling CQ previously continues to call CQ on that frequency

For CW operations, we could designate a Q signal for requesting to work 
a station.

Such a bonus points opportunity would give everyone an opportunity to be 
a bonus station once or twice during the Party without using special 
callsigns or causing confusion.  It would also emphasize or showcase one 
of the unique practices that has made the PA QSO Party what it is.
