[PaQSO] Logging Issues

The /R for Russia and /M for England tends to come from what I call professional grade contesting software like N1MM, WriteLog, etc.  (I use N1MM for all contests except PQP.)  They are geared to the big international contests and are decoding the QTH based on the /letter.  It probably very possible that a bypass for this "feature" could be coded into the programs for the PQP but is way down on any priority list.  We're lucky that they even support the contest to the extent that they do.
