[PaQSO] Operating Aid - Counties to Sections

I have built a number of "operating aids" to support the PA QSO Party.  One
of these operating aids is a spreadsheet that identifies the counties in
each section, for those states that contain multiple sections.  So, when I
work someone that does not know their section, I ask them for their county
and state, and can then quickly figure out their section.

Along that line, a really weird thing on Field Day is to work some club's
operation and be given a non-existent Section as part of the exchange.
Northern Illinois. Eastern Nebraska. As Jack Paar used to say, "I kid you
not."

There are a few ops you work whom you don't want to ask if they even know
what *planet* they live on. I've never been able to find a list of the ARRL
Sections in the Outer Space Division, but I know there has to be one
somewhere. 

If you work people who at least know what town and state they live in and
can spell the name of the town correctly, there's a lookup thingie on the
ARRL web site that returns the ARRL Section. It's at
www.arrl.org/locate/locate.html.
