	I would not normally discuss this at this level on the reflector,  
but since you called me out here....

	As I recall, I discussed with you the problem with the log. I went  
over the log, and made up a summary sheet from the log that you sent.

	A proper log consists of the log itself, and a summary sheet. For  
mobiles and rovers, a summary sheet from each county operated from,  
or location must be submitted, and a total aggregate summary is  
needed in addition to the main log.


I received from you 8 separate summary sheets:

ARM
CLA
CLE
CLI
CRN
ELK
JEF
INN

So far so good

However problems start to arise when I look at your multipliers.

ARM -51
CLA -9
CLE -64
CLI -51
CRN -63
ELK -68
JEF -55
INN -52

That's it. There is nothing indicating whether the mults are counties  
or sections. The database expects separated counties and sections. It  
won't give you a score except for special event station points, rover/ 
mobile bonuses, and the other bonuses.

The final missing part is the Rover total summary.(in the rules,  
called aggregate) This is when the  contestant totals all the QSO's,  
all the  mults, and all the special event station contacts, plus  
whatever bonuses apply.

	This total summary is critical to the preliminary scores posting.  
The prelims are made from the  summary sheet. In this particular  
case, I had no total summary, and no way of determining what  
multipliers were what.

	If the summary is missing, that means that the logger (usually me),  
has to generate a summary sheet from the log provided. Which I did  
from your log.

I don't know for sure, but I would suspect that the reason that it  
may have been "acceptable" at one time is that the chair may have  
simply done what I did, which was to create a summary sheet after the  
fact. The reason that it is a bigger  issue this year  is that so  
many logs were submitted without summary sheets.

The choice was to DQ them or to bend the rules a bit and manually  
summarize them. I chose to manually summarize them. That's okay, no  
good deed goes unpunished!

	Ray, that is an option that you have to resolve with yourself.  Fact  
is, I had your log checked two days after our last email on the  
subject. It gave me something to do for many hours, instead of  
spending time getting other party stuff done.

	This whole thing could have been avoided if you had submitted a  
total summary sheet as stated in the rules,  properly broken down  
into it's proper parts. you would have been on the preliminary  
scores. You would not be calling me out because I had to generate a  
summary sheet for your effort, and it missed the preliminary scores.  
I can be no clearer.

	If you do decide to participate in the future, please, please,  
please submit a summary sheet for your whole effort, broken into  
counties and sections. This is nothing new, it has been in the rules  
for years. We provide a summary sheet both on the website and in the  
mailings before the party.

	If you wish to use your software instead of submitting an official  
summary sheet, consider modifying it so that counties and sections  
are separated, and also for it to produce a total summary.

	So far this party, I have spent about 5 hours generating a summary  
sheet for your log, another several hours checking it, (it is a big  
log) an hour or so in previous emails to you, went home over lunch  
today and spent the time looking up your log, and some more time time  
composing this email. Sorry, I simply may not be able to do enough to  
satisfy you. Just something to think about while you tell everyone  
about how awful I am. If I had to apply that much effort for  
everyone's logs, the results would take over *two man years* to come  
up with the results.

	
Here are the relevant rules, so you can see what I am speaking of.  
The underlined are the important parts, and were underlined by the  
rules people, from years ago, not me.


Mobile & rover divisions - Mobile stations must be truly mobile.  
Rover division stations MUST use a portable antenna and must travel  
more than 5 miles between stops. 500 point bonus for each county/ 
location with at least 10 QSOs.
Submit summary for each county as well as an aggregate summary.  
Stations should identify by using /M or /R on CW and by adding  
"ROVER" or “MOBILE” on SSB. Only single transmitter entries eligible  
for awards. Remember, many county lines are on tops of mountains.

and:

PA stations must submit a completed paper summary form via US Mail  
regardless of the method used to submit log and dupe sheets.
All non-PA stations may submit their summary on paper or electronically.
