[PaQSO] Paper Summary Sheets

I am confused regarding the summary sheets.  The
software I used in the past created an electronic
summary sheet, which is saved as a file.  Because the
efforts I did were always within PA, I always needed
to send in a paper summary anyway.  To me this seemed
rather redundant, since the software generates a
summary, already, which could just be emailed.  I
believe I always emailed it, too, to be on the safe
side.  

I have always been curious as to what the purpose of
the paper summary is.  Is it to get contesters to send
donations, since they are required to send in a paper
summary?  Is it an easy way to compile the results for
the club competition?  

I am not the only one who was wondering about this. 
We are harming the beautiful trees!  Nothing bad is
meant here, just curious.
