[PaQSO] PaQSO Party Update

Hello all,

	Let me start by noting that the post party work is almost finished.  
Just have a few spots to clean up.

	I'd also like to apologize for the post- contest taking longer than  
I would like them to. There were a few problems that I would like to  
address that will help a lot.

	Strangely enough, the culprit has been the emailing of the logs. As  
we are all aware, In-state ops can email their log, yet must still  
submit a summary sheet by mail. Out of state ops are only required to  
email their logs.

	Unfortunately, many people took this as meaning that they did not  
have to submit a summary sheet at all. So I had to reconstruct  
summary sheets from logs without them. A lot of them, before I could  
even get to the point of checking the log for accuracy.

	And I am certain that I *didn't* want to be the chairman that DQ'ed  
maybe 30 percent of the participants. There would be a legacy, eh? 8^)

	The problem is that there is a ripple effect on all the other  
aspects of the contest.

	However, that is pretty much all finished, and we can get to the  
certificates and related stuff now. Thanks everyone for their  
patience, sorry the delay, and we will take up this issue this summer.

	Enough of my whining! ;^)
