[PaQSO] Eureka moment

	Late last night, I found the issue with the contest database. While  
the scoring is correct, there were problems with mobiles and rovers,  
namely not counting all of the counties that they were in. So now I  
know.

	The results on the website will be updated as soon as I re-wade  
through the mobile and rover logs. I started with the mobiles last  
night, am almost halfway done, and then will do the rovers. There  
will be one mobile score that will jump significantly.

	Then main consequence of this will be to send out some more  
certificates to those affected.
