Just add a point for the new contesters . . . all of these CONTACTS counted, 
but the MULTIPLIER was earned only on the first QSO.  If you are using 
computer logging, this will be correctly calculated for you.

One thing which many contest logging programs don't do correctly is to count 
EPA & WPA as multipliers. (They are mults for PA stations.)  I will typically 
edit my log to  put those mults on some common counties (i.e., ERI, BER) and 
I'll suffix the worked station call with the county mult. as I do for mobile.  
Example:  AA3B/BER  Nr97  EPA.  Log checkers have accepted this in the past.
