Hi Steve:
The Dupe Sheet is for duplicate contacts on the same band in the same county. If you work one station on 40m in the morning and work him again in the afternoon on 40m, this is a dupe. This is more for paper logs. If you are using a computer logging program, it should tell you it is a dupe (or duplicate) contact as you type in the callsign during the contact and prevent it. Thus, in mid-contact, you can tell the other party, it is a 'dupe' and you'll look for him/her on another band later, for example.
Yes, you may work stations anywhere, including your own county.

This will be my first time participating in the PA QSO Party and I have
never contested before. In going over the packet, I see a couple questions.
What is the Dupe Sheet and how is it used? Second, are contacts within your
own county allowed? I'm assuming if I make contact with another station for
my county I can count my county and any subsequent bands used by that other
station?
