[PaQSO] Cameron County

We're still working on this year's plans, though I'm leaning towards trying  
a serious Rover effort in the western part of the state.
 
I'd like to get as far east as Cameron county.  The preferred route  would be 
across the southwest corner of Cameron county on Quehanna road, from  Medix 
Run in ELK to Piper in CLE.  However, looking at the topo maps on  topozone.com 
there is a note that this road is "Restricted".  I guess this  may have to do 
with some sort of correctional facility further east in Piper, as  the topo 
map shows a "gate" on the road in Piper.
 
Does anyone have more precise information on this road - is it open to the  
public? Are there any restricted hours?  Is it OK for travel in a  minivan?
