If there are 2 operators, both within sight of each other and standing
with their feet in 2 adjacent counties, can they communicate with an
Aldis lamp and get credit for a 2 county / light band / CW contact?

I just read the official response as to which bands
are permitted, but I must say, I am now more confused
than I was before.  Why not just say which bands are
allowed and which are not?  That seems reasonable to
me.

In every contest, that which is NOT illegal, is LEGAL.
 You must say, what you cannot do, then all else is
fair game.  

I have made contacts above 2m and they were always
accepted.  The score published did not reflect any
deductions, due to the contacts being removed.  Also,
the logging software goes up to 1296.  Further still,
nobody I worked above 2m ever told me that I was
illegal.

The bonus station this year had the ability to go
higher than 2m, but did not.  I was told that an
inquiry was made and someone said nothing over 2m was
allowed.  My response to this person was that I never
heard of such a policy.  I can see forbidding the
bonus station from going too high, because that may
give some of the local club members an unfair
advantage, but I can't see why everyone else should be
prohibited.  

Contrary to popular belief, there is activity on VHF. 
You should consider dialing around, if you do not
believe this.  Many of these people do not do the PA
QSO, per se, but they like the activity and will work
you.  One way there will never be activity is if
nobody buys any radios and the ones who have the
radios never put out a call.  That way you are assured
of never working anyone.  

The PA QSO Party is the only time I ever use HF.  When
you work me, it is on the higher bands, typically at a
club activity, such as a contest.  You would be amazed
at what you can do.  I was in Adams County and I keyed
up a repeater in Ohio(with an HT.)  Look at that shot
on a map and you'll be impressed!  I've worked
airplanes, etc.  Lots of cool stuff there.
