I think it comes down to a matter of interpretation.  And after having
taking another close look at them...

The rules, as currently written, actually do NOT specify which bands to
operate on.

There are SUGGESTED Mobile, CW, SSB & 160 frequencies.  And there is the
prohibition against repeater contacts and the WARC bands, as there should
be.  But -- the rules don't actually state which bands ARE acceptable.

(Note to KB3EIA & NARC:  You'd probably better add the current 60 meter
channels to the "not permitted" list!  Or someone WILL plan on some 60 meter
operations one of these years!)

Therefore... IMHO, there's no reason that someone who wishes can't operate
on 220 or higher frequencies, as the rules are currently written. YMMV.
VWPBL.

Now:  I agree with an earlier comment that Mike made about "getting too
explicit" on the rules, and for the same reasoning he gave.  So, once again,
I suggest that one simple line be added to the rules in the future, to clear
up any ambiguity, to indicate either:

(a)    "no QSO's about 148 MHz"
or
(b)    "non-repeater QSO's about 148 MHz are permitted"
or
(c)    "non-repeater QSO's about 148 MHz are permitted but not encouraged"

And for the record -- I favor option "B" and would be very much in favor of
encouraging more V/UHF operating.  And those who choose not to try it, under
the right conditions, don't know what they're missing sometimes (I can still
remember working C6ACY on 6 meters with an SB110A from the K3HKK mountaintop
site during an ARRL VHF contest, and that was close to 30 years ago!)
