Rare is always relative.

Forest was rare for many years, then W3YQ/QRP operated from there on a
regular basis and it became routine.  Now, it's not "rare" but certainly can
be a tough one.

Greene went off the "rare" list for several years when I operated from my
in-law's farm.  But after my divorce, it got tough again.

Etc. and so forth.

Armstrong wouldn't have been rare this year if the N3SH group hadn't decided
to operate from Mercer (where the trailer was stored, because of the cost of
gas to drive it from Mercer to Allegheny to Armstrong and back).  But if
they had made it, would Mercer have been rare this year?

You never know... and that's part of the challenge (and fun!)
