Ok, ok, ok. I'm waving the white flag here, boys.

I missed a critical post from Mike, KB3EIA in all of this while my ISP
switch was flooded. There's enough egg on my face to make French Toast. During
the life that this thread quickly took on its own, I got only one snipped
remark (twice) that said,

"And when in doubt, ask me. Voice of reason or not, I am the one to judge."

My comments reflected what I thought was an inadequate response from the
Rules Maker on an issue that appeared suprisingly unsettled.
I have now had the opportunity (thanks to someone who wishes to remain
neutral) to read Mike's
complete answer to the original station that brought the question. My words
were supposed to be tounge-in-cheek, but somehow my tone evolved to whiny, and
I apologize. Mike's answer satisfies me completely, and favorably lies in
the direction I thought needed more effort to promote. The first sentence is
enough.

We try to keep it relaxed, yet  reasonably accurate. This means
that in the case in question, the OP was not at the county line,
because he noted that he could see it from where he was. If needed
for safety reasons, a station can be set up beside the line instead
of on it.

It really isn't too difficult to figure out. The Ops make a good
faith effort to be at the county line, and we generally accept that.
It would be hard to fault people if the county line is inaccurate in
any given place.

But if you *do* know where the line is, it is important. At
our Mountaintop station, we are within 50 feet of the line, yet don't
do county line because we know *exactly* where that line is, and
we're not at it.

And when in doubt, ask me. Voice of reason or not, I am the one
to judge.
