Well, back to my thoughts on the whole "who is where" thing.
We've always published the frequencies to use in the party. And there
have been some people who thought that those were the only
frequencies we allowed in the party.
In reality, it is a starting point, and serves more to announce
what bands are in use than any exact frequency to use.
As a matter of clarification, I put in "suggested frequencies".
We have the band to operate in, and just need to keep away from
active nets and operate the proper mode for the frequency.
Now back to the mobile window. The mobile window is a concept
where we try to keep an area open for stations that might have a
weaker signal, namely mobile operators. But it is one of those
concept items also. There isn't much way we can enforce that, save
for the participants ignoring someone operating in the window.
Your concept of giving up the frequency is a good one, but I
really don't see any way of writing that into the rules. I have seen
people giving up their spot fairly often, the latest time being when
one of the mobiles was heading out to a rare county, and one of the
big guns worked the frequency for several minutes while the mobile
got into place, then stepped aside to let the mobile work the ensuing
pilleup.
I think however, the idea might be incorporated into a listing
of the reasons that the PAQSO party is a great one. And that might
entice people to all get on the same page, so to speak.
I've listened to people give up the frequency they were using to
a mobile.
I've listened to people allow another person to QSO with a rare
county on a frequency they were using, then go back to operating.
I've heard a number of QSOs where a short chat ensues.
I'm sure there are a lot of others too.
In fact, the only negative party experiences seem to come from
the folks who don't care for contesters. I had a fellow call me all
kinds of obscenities on 20 meters during the contest, then try to jam
me, finally recording and playing my transmissions back; but my
favorite is the fellow on 40 meters that apparently monitors a
frequency, and just tells other people that the frequency is in use.
And he does it all day! Some people just know how to have fun, I
guess! haha
