[PaQSO] digital non-CW in QSO parties

I am going to assume that I, as a non-PA ham, and only a
sometimes-participant, should not vote on this question. (I have an
opinion...naturally...).  What I can tell you is that the IL QSO Party has
for several years allowed non-cw digital contacts.  They count 2 points,
same as CW, and both CW and other digital may not be used to contact the
same station on the same band (i.e., CW=digital).  I can also tell you that
in five years of helping with log-checking, I have never seen an RTTY or
PSK31 contact submitted in an ILQP log.
