[PaQSO] CW Points

I can accept two points for all CW.

I also like getting more points for someone WORKING a
QRP station.  That is indeed the hard part.  I had one
guy this last QSO, who was brutal.  I must have been
quite loud to him, but he was not cutting it.  I try
to be civil and work people who call me, but why make
it hard on folks?  The contest is supposed to be fun. 
Next time I will adopt a simple strategy.  If I cannot
work someone after a few repeats, NEXT!
