[PaQSO] PAQSO Party changes

Mike,
Might I suggest this would be a good time to equalize all CW
contacts at 2 points each. The new RTTY/PSK contacts are not
penalized a half a point when they are on a band other than 80
meters. Scoring would also be easier.
Heck, being CW does require more skill and dedication than
either RTTY or PSK, maybe 3 points a QSO would be justified.
