I would say don't worry about the no-coders because the people you describe (very accurately, unfortunately) who seek to make the bands miserable for us all passed code tests. The code test didn't keep out any of them and it never will. We are most likely getting ready to turn a corner in the near future and we should welcome the newcomers not talk down to them or about them.
Let the rulemakers do what they do and we will do what we do-teaching newcomers to the world's greatest hobby about what we love about radio and extending fellowship to those who chose to join us. This still will not open any floodgate, you will find that some have been waiting to get licensed/upgrade but not to the magnitude that paranoia predicts.
At the end of the day, this is all about the EIA lobby wanting to sell more HF boxes-follow the money. You can fight if you think you want to but before you get yourself into a state you would be better off working on an antenna or a new mode or something constructive. The bus is coming(already arrived in most countries) you can be on it or under it; I'll take the ride myself. With increased sales in the hf market you could see new innovations from the manufacturers and more variety available to us.
