Rather depends on which contest.
The big dx/whole world DX contests seen to go along pretty well at 32,
but it works well to break into a pileup by jumping to 36.
For non-DX contests of the FD and state QSO parties, I find 24 or 26 to
be optimal.
FD especially, where there are non-contesters working the only contest
CW they will work all year seem to make it at 24.
I tell occasional CW folks to work contests, because they can surprise
themselves by doing 20 when the sequence of what will be sent is common
and expected. They enjoy that and feel successful at something which
was previously scary.
Tell everybody to get on and work some CW.
